Disabling an exclusively enabled vocabulary enables all vocabularies

Symptoms

Disabling a vocabulary resource with DisableResource that was enabled with EnableResourceExclusive method enables all vocabularies not just the ones that were automatically disabled by EnableResourceExclusive.

Cause

Vocabulary resource state flag incorrectly set during EnableResourceExclusive processing.

Status

Fixed in SpeechKit 4 build 4.0.124.0.
