PRB: OnHasPhrase and other callback routines stopped working after using TextToSpeech

Symptoms

As soon I invoke TextToSpeech, all other callback routines stop receiving events.

Cause

If you have registered for an AudioStop event, after this event fires, other events are subsequently bypassed.

Status

This has been corrected in 2.0.9.
