CCTTSPhoneme not returning phonemes on Cepstral playback

Symptoms

Registering for synthesis phonemes with CCTTSPhoneme callback event are not firing during Cepstral playback.

Cause

Callback envent handler for native Cepstral Swift API was not seeing that the application event callback had been registered.

Status

Fixed in SpeechKit 5 build 5.0.12.0 (Win32 and WinCE).
