Cepstral voice properties not affecting playback

Symptoms
Setting synthesis properties, such as speed (rate), do not affect the synthesis playback.
Cause
Property settings were not properly set on the active session port.
Status
Fixed in SpeechKit 5 build 5.0.12.0 (Win32 and WinCE).
