StopPlayback on Cepstral voice not clearing playback queue

Symptoms

Invoking StopPlayback with Cepstral voice prevents subsequent requests from processing.

Cause

StopPlayback was expecting Cepstral Swift API postback to finalize the request on the playback queue.

Status

Fixed in SpeechKit 5 build 5.0.8.0 (Win32 and WinCE).
