Setting device ID for SAPI 5 with CNPDeviceID ignored

Symptoms

Setting the SAPI 5 device ID with CNPDeviceID has no effect and the system default device is used.

Cause

The device id comparison with default value always returned true condition.

Status

Fixed in SpeechKit 4 build 4.0.118.0.
