Symptoms

Invoking multiple StartRecording requests that save audio from SAPI 5 recognition may fail.

SAPI 5 is unable to set up the audio format because the audio device is busy from previous request.

Fixed in SpeechKit 4 build 4.0.72.0.

The SAPI 5 component interface forces the audio states to ensure setting the audio format is not blocked by a busy device.
