PRB: Dragon grammar recognition not firing CCSRHasPhrase events

Symptoms

Enabling a grammar with Dragon recognizer yields HasPhraseHypothesis events but no HasPhrase events.

Cause

A debug check was blocking the HasPhrase event from firing.

Status

Fixed in SpeechKit 6 build 6.0.4.0.
