PRB: CNPVolumeNorm and CNPSpeedNorm not working for all voices

Symptoms

CNPVolumeNorm and CNPSpeedNorm not controlling the volume and rate for some SAPI 4 voices.

Cause

The normalization handler was not obtaining the correct ranges from which to map to the normalized ranges.

Status

Fixed in SpeechKit 6 build 6.0.2.0.
